"There are laws that are still on our books that we believe unless we have the boldness to make the changes even as we now in Jamaica enjoy a 1.7% prevalence rate; the at risk groups still remain of great concern to us, unless we move to give access; equitable access to those at risk groups in spite of the results in the last decade or more we'll just not be able to get to the zero infection that we have been talking about."
They accounted for more than 30 per cent of new infections in 2012.
"If you can start a meaningful dialogue and process so that these spheres of influence the politicians are not going to remove that by themselves because if any set of persons feel is excluded by society then it is going to be very difficult for them to actually take responsibility and ensure that we can do the things that will prevent them from becoming infected"
